The paper discusses whether the X-ray background in the range 2-400 keV may be composed of the integrated emission of non-thermal sources. The necessary conditions on spectral and evolutionary properties of the component sources are derived in particular. It is reported that reasonable fits are obtained which are better than any fit corresponding to diffuse thermal bremsstrahlung under conditions consistent with the current knowledge of these sources. Finally, methods are proposed to further test the present interpretation.
